THIS week, the World Trade Organisation (WTO) meets in Hong Kong. The WTO is the major multinational agency which oversees the rules of international trade and, as such, the benefits of globalisation, and its downsides, tend to flow from the business decisions of these gatherings. Coming at the end of Britain's so called "era-changing" year as both head of the G8 and the six months of the European Union presidency, what can we expect?
