HINDSIGHT is not an exact science and surveillance is a discipline that can be as vague and interpretive as reading tea leaves. These are the principal lessons to be taken from the two reports, from the Home Office and the Commons Intelligence and Security Committee, on the events surrounding the London bombings.

After such carnage, people are bound to cast around for someone to blame, for a failure, a fault that would explain the mayhem. We want a rational reason for what is actually suicidal insanity.
