PLANS to legislate for a new public right of appeal against developments that have been approved by planning authorities would undermine the economy and jeopardise some 10,000 jobs, according to the head of Scottish Enterprise.

Jack Perry, chief executive of the enterprise quango, claimed that the extra rights would put at risk his body's multi- millionpound investment programme.
