THE prime minister, Tony Blair, ignored advice from his own officials that Alex Salmond should have been consulted on the secret deal with Libya that could lead to the transfer of Lockerbie bomber Abdelbaset Ali Mohmed al-Megrahi.

Senior civil servants in the Foreign and Commonwealth Office (FCO) told Downing Street that the Scottish Executive was entitled to be made aware of the explosive "memorandum of understanding" between the UK and Libya, but were rebuffed.
