IT is not yet possible to be certain if the Kremlin or one of its spying services was behind the death of the dissident KGB officer Alexander Litvinenko. Circumstantial evidence may suggest that is the case, and there is certainly no shortage of dissidents willing to claim it is so, but the hard proof has yet to emerge.
