Summary


A PLAN to require proof-of-age cards for all off-licence sales in Scotland is among new proposals aimed at tightening up alcohol laws The Scottish Executive's working group set up to tackle under-age drinking and anti-social behaviour on the streets will report tomorrow, and is understood to be recommending a "no-proof, no- sale" requirement on licensees. That would require a national proof card scheme to be put in place.

The Daniels group is also expected to recommend that the law allows children to be used for entrapment, or "test purchasing" of alcohol - although that is understood to have run into opposition from law officers, who have said it could constitute an infringement of human rights.
