Iran question that demands an answer

EVER since the British sailors and marines were captured by the Iranians I've waited in vain for some sensible military analysis of how this was allowed to happen in the first place a question far more fundamental to the competence of the modern day Royal Navy than who allowed whom to talk to the media for money (which has, in contrast, been covered by the media in exhaustive detail).

If, as we are told, the original incident took place 1.7 nautical miles inside Iraqi territorial waters then why were six Iranian gunboats able to penetrate to that point without being detected and intercepted, either by helicopter or HMS Cornwall, and warned to leave the area? Surely even small boats would have shown up on radar even if they were not visible due to hazy conditions?
