A MOVE by the environment watchdog to reduce the risks of oil spills from a controversial scheme in the Firth of Forth has been blocked by the Scottish Executive.
The Scottish Environment Protection Agency (Sepa) wanted to impose tough regulations on the proposed transfer of Russian crude oil between ships four miles off Fife. On legal advice, this has been ruled out by Executive officials.See the full content of this document
