THE public sector is going to have to radically overhaul its procurement practices if the Scottish Executive is to meet its goal of building a "smart, successful Scotland".

A new report compiled by the Federation of Small Businesses (FSB) in Scotland, based on interviews with senior company managers, catalogues numerous barriers that have often shut out local small and medium-sized companies from public sector tenders.
