Ministers have been warned that their much-lauded ambition to make Scotland a leading provider of clean, renewable energy is faltering because they have failed to properly plan for a massive increase in wind farms.
The Scottish Executive's conservation agency, Scottish Natural Heritage (SNH), says ministers' target of producing 40% of electricity from renewables by 2020 could be jeopardised by a "public backlash" against wind power.
