THE events in Manchester on Wednesday night, when mobs of Rangers fans reduced the city to an ugly battleground between police and hooligans, were bad enough. They would be worse if we should fail to learn any lessons from them.

The problem of violence, and youth violence in particular, is not confi ned to Scotland. Up and down the British Isles our towns and cities are drunken horror-shows where families fear to tread after dark. The situation is hardly better in many European cities.
