FIFA president Sepp Blatter has announced points will be deducted in the World Cup finals from teams whose fans are guilty of inappropriate behaviour. Blatter said that "any act or expression of a discriminatory and/or contemptuous nature" would result in an immediate fine of three points.
Blatter admitted the system is open to abuse, with the possible scenario of fans passing themselves off as opposition supporters.
