Summary
NOBODY should be too surprised that the US has woken up to the threat posed by the drug cartels in Mexico, the country's nearest neighbour to the south. In the past two years some 30,000 people have been killed in drug-related violence and if the kill-rate continues the tally is destined to double by 2012 when elections are next held. Some of the violence has been mind-boggling. Executions, especially beheadings, are commonplace, and border cities such as El Paso and Ciudad Juarez quickly became no-go areas.
All this is known, and to the credit of former US president George W Bush, he provided his neighbours with $1.4 billion in funds and equipment to counter the menace posed by drug barons such as Teodoro "El Teo" Garcia Simental, whose speciality was having rivals tortured and tossed into acid tanks.
